What is Safe Pass and Why Is It Necessary?
Safe Pass training is essential in the construction industry, and a Safe Pass card is required for all construction workers on site. Safe Pass training is designed to provide basic, standardised health and safety training to protect workers and members of the public on construction sites.

What is Safe Pass
Safe Pass training ensures that construction site workers have a basic understanding of health and safety and can identify and recognise hazards in their workplace. All construction workers require this certification, which is obtained by completing a one-day course and receiving a Safe Pass registration card, valid for four years.
Safe Pass training enables construction workers to work on a construction site without putting themselves or others at risk. Although Safe Pass certification is mandatory, this does not replace all other training programmes, and employers are legally required to provide adequate training and supervision, as well as safe systems of work, under the Safety, Health and Welfare at Work Act 2005.
Safe Pass provides basic health and safety awareness, enabling employees to understand the risks that may occur on the construction site, and learn how to work safely, how to use protective equipment correctly, and how to recognise hazards at work. This combination helps to create a safer working culture and drive up health and safety standards on construction sites and in the construction industry as a whole.
Who needs Safe Pass training?
Safe Pass training is mandatory for most people working on a construction site, assuming they are at least 16 years of age. To attend a Safe Pass course, you will need to provide proof of identity, using a passport or other form of photo ID, and an Irish PPS number, or the equivalent or a SOLAS process number.
According to HSA guidance, Safe Pass training applies to:
- Craft and general construction workers. This covers all tradespeople who are working on construction sites, including building labourers and specialists such as electricians, plumbers and carpenters.
- Security workers on construction sites. This applies to all workers undertaking on-site security work on construction sites.
- Trainees and apprentices. Those who are training to work in the construction industry are also required to undertake Safe Pass certification, and this serves as a helpful grounding for initial training.
- Other people where relevant. The requirements for Safe Pass training also cover anyone who is identified by a client, lead contractor or site manager as being in need of safety awareness training due to the nature of their work. This includes anyone who is regularly present on the construction site, even if they are not a tradesperson.
Safe Pass may not be needed for office staff who are working on construction sites but do not access zones where construction is carried out, and may not be relevant for consultants and designers who are supervised on their visits to the construction side. However, some employers require Safe Pass for everyone working on their site, so it is important to clarify this.
Why is Safe Pass Training Important
Safe Pass training aims to standardise health and safety across the construction industry, reducing risk and improving safety standards. Safe Pass provides:
- Legal compliance. Complying with all of the legal requirements that regulate your industry is vital to protect your employees, your premises and your reputation. Safe Pass certification must be renewed on a refresher course after four years, which ensures that health and safety awareness for all workers on site remains current. The Safe Pass course is a one-day programme that is classroom-based and includes practical examples and real-life situations. Participants must pass a multiple-choice assessment at the end of the course and will then be registered with SOLAS and provided with a SafePass registration card.
